Looking at moving up a level?

Ages ago I pulled this together and it has recently come back to my thoughts. I shared it with the E-Venting team and we had a discussion so some things were added or amended.

It is really hard to put onto paper when someone should move up a level so practical common sense has to apply, but I hope it gives a rough idea behind the preparation that is needed for each level.

I hope to make this a working document so any thoughts or queries please comment below and I am more than happy to amend and improve! Its supposed to be a workable and useful document.
